بررسی اثر کنترل بودجه انقباضی بر انحراف بودجه در ایران

چکیده

بحران اقتصادی موضوعی است که می تواند هر کشوری را در فرایند بودجه ریزی با مشکل انحراف بودجه مواجه نماید. با توجه به تحریم های اقتصادی فراوانی که ایران با آن مواجه است ضروری است تا حد امکان انحراف بودجه کاهش یابد. هدف این پژوهش، بررسی اثر استفاده از کنترل بودجه انقباضی بر انحراف بودجه ایران با در نظر گرفتن متغیر تعدیل گر آشفتگی بودجه است. داده های مربوط به متغیر کنترل بودجه انقباضی از روش پیمایشی و داده های مربوط به متغیر انحراف بودجه و آشفتگی بودجه از گزارش های درون سازمانی سازمان برنامه و بودجه برای سال های متوالی 1393 الی 1395 (3 سال) استخراج شده است. تجزیه و تحلیل داده ها به کمک نرم افزار Smart-PLS انجام شد. نتایج پژوهش نشان داد ارتباط بین کنترل بودجه انقباضی و انحراف بودجه، معکوس و معنی دار است. اما متغیر آشفتگی بودجه اثری معنی دار بر این رابطه ندارد. علاوه بر این، تجزیه و تحلیل نتایج نشان می دهد انحراف بودجه سال های گذشته بر انحراف بودجه سال های آینده اثری معنی دار دارد اما بر استفاده از کنترل بودجه انقباضی اثری معنی دار ندارد.

چکیده [English]

The main objective of this study is to investigate the effect of tight budgetary control (TBC) on budget deviation regard to budget turbulence as moderator variable. Tight budgetary control variable related data are extracted by Questionnaire method and budget deviation and budget turbulence related data are extracted from internal reports of Plan and Budget Organization (PBO) since years 2012 to 2015. Population of this study consisted of experts Budget and Planning Organization (BPO) of Iran. The results showed relation between TBC and budget deviation is reversed and significant. However, moderator variable does not have a significant effect on this relation. In addition, the results showed Past budget deviation has a significant effect on budget deviation coming years, but has no significant effect on the use of TBC.
