Subject and Purpose of the Article: the purpose of this study is to investigate the relationship between budgetary planning and resource allocation considering the mediating role of performance management in Isfahan municipality. Research Method: The statistical population of this research includes all managers and experts in the municipality of Isfahan, which is about 110 people. The method used is a descriptive-survey method and applied and correlational type. A questionnaire was used to collect the research data. The hypothesis test was also performed using the Structural Equation Model by Partial Least Squares (PLS) and Smart-Pls2 software Research Findings: there is a positive and significant relationship between budget planning and resource allocation. There is also a positive and significant relationship between budget planning and performance management. On the other hand, there is a positive and significant relationship between performance management and resource allocation. Therefore, performance management has a mediating role in the relationship between budget planning and resource allocation. Conclusion, Originality and its Contribution to the Knowledge: According to the authors' studies, so far no research has been done on budget planning and resource allocation and the mediating role of performance management in Iran. Therefore, this research will help fill the research gap in this field.

Weaknesses and problems related to performance measurement is not due to subsided interest in performance management, but due to side effects caused by the inappropriate application of performance management systems in public sector, which makes performance management a difficult and complex task for public sector managers. In this regard, in the first section of the article, difficulties of implementing managerial cheklists and budgetary control (especially governmental organizations) key indicators of performance, BSC and lean management (private sector's technologies used in the public sector) have been investigated and in the second part based on getting help from complexity theory, performance management of governmental organizations has been studied. This research using the results of previous researches and the library has examined this issue. Results indicate that performance management in the public sector is still a big problem and review of the current ways to prevent the negative effects of its application is necessary.

The aim of this study is the survey and evaluation performance of department of supervision on the comptrollers of Ministry of Economic Affairs and Finance based on the Organizational Excellence Model of Malcolm Baldrige. In this study, used a standard questionnaire based on the Malcolm Baldrige model to evaluated staff performance of department of Ministry of Economic Affairs and Finance. To do this study was used of Organizational Excellence Model questionnaire of Baldrige. In the questionnaire, 29 specific questions are designed regarding performance evaluation of each area that among the studied samples were distributed which includes 110 of the based comptrollers in Tehran . The results of the collected questionnaire has shown that the performance of department of supervision on the comptrollers is appropriate based on the model of organizational excellence of Baldrige. The results of the ranking of the variables has shown the emphasis on the areas of leadership, management and less emphasis on the areas of customer orientation is evident. Therefore, based on the obtained results can be suggested the use of the Malcolm Baldrige model in evaluating the performance of other government agencies.
